Assistant Fleet Manager – Compliance – Northumberland

Salary: £23ph

Full-Time (37 hours)

Duties and experience will include;

To line manage staff and carry out appraisals.
To be named on the council’s Operator’s Licence (The Goods Vehicle Regulations) as issued by the Traffic Commissioner as Licensing Authority to operate an LGV (Large Goods Vehicle) fleet. For legal undertakings and declaration of arrangements to comply with the licence.
To investigate non compliances where these impede the conditions and undertakings of the Operator’s Licence.
To act as AEDM (Authorised Examiner Designated Manager) for the vehicle MOT (Ministry Of Transport) testing facilities as declared by the CEO (Chief Executive Officer) for the council as AE (Authorised Examiner) and DVSA (Driver & Vehicle Standards Agency), and legally responsible for and to ensure the AE, MOT facilities and staff comply with all VTS (Vehicle Testing Station) requirements as laid out by the DVSA.
To ensure all aspects the AEDM post is fulfilled and VTS testing standards are maintained.
To ensure compliance with all necessary provision listed with the council’s Operator Licence, e.g. ensuring satisfactory OCRS (Operator Compliance Risk Score); investigating causes of MOT (Ministry of Transport) test failure; liaising with enforcement agencies following roadside inspections; audits of maintenance, inspection and driver defect reporting; investigating causes of contraventions e.g. overloading, prohibitions etc.
To act as lead officer and manage the team responsible for the administration of scheduling of servicing, all statutory testing including MOT (Ministry of Transport) tests, LOLER (Lifting Operations and Lifting Equipment Regulations) testing, road fund licence issue, and end of lease vehicle return.
To act as technical adviser to other managers and staff both within fleet transport and to other council departments on Road Vehicle Construction and Use Regulations Amended 2017), impending changes to transport and vehicle legislation, and driver licensing and operation issues.
To be responsible for providing acceptable arrangements for observing Drivers’ Hours and Working Time Directive (WTD) through appropriate records or tachographs. These arrangements will include training and instruction of drivers and regular checking of driver’s records of work.
Create and update agreed council policies in relation to Road Traffic Act and other Government legislation and maintain effective day to day relationships with external enforcement bodies and the Department of Transport agencies in relation to the Council’s duty to operate within the terms of their Operators Licence. 
To act as line manager for transport administration and transport services staff, ensuring all personnel issues such as attendance, performance, training and health and safety issues are managed in line with the council’s agreed policies.
