From May 1, the new EU countries are Estonia, Latvia, Lithuania, the Czech Republic, Hungary, Poland, Slovakia, Slovenia, Cyprus and Malta.
It was warned last week that none of the 10 new members will meet the deadline for translating the EU's 85,000-page rulebook into their own national languages by the time they join.
It will mean some European laws will be unenforceable in national courts because citizens can claim they did not understand them.
