RAC in new roadworks plea

THE RAC Foundation is calling on the Government to introduce a new scheme which will charge utility companies up to £1,000 a day to dig up roads and pavements.

The motoring lobby says that if the Government is going to levy congestion charges on drivers it should also charge for the causes of congestion - namely, cable and pipe-laying companies.
