Hole-diggers face fines over delays

GO-slow road diggers who spend more time causing traffic chaos than agreed with local authorities face hefty daily fines under new powers announced by the Department of Transport.

The crackdown follows consultation in England on what to do to reduce disruption caused by gas, water, electricity and telecommunications companies and council enforcement powers will come in 'as soon as the regulations can be passed'.
