The report proposes that packages of technical and non-technical options including road pricing, fuel tax increases, electric vehicles, biofuels, energy efficiency improvements and further vehicle emissions regulations are needed.

Decarbonising the transport sector is seen as challenging given that GHG emissions from this sector have continued to increase in recent years, in spite of reductions in most other sectors of the economy. AEA’s investigation is the first of its kind to help develop the EU’s long-term transport policy in this area.

As part of the project, AEA also developed an illustrative scenarios tool – (known as SULTAN - Sustainable Transport), which was used to analyse the benefits, costs, and wider impacts of the various potential policy options.
