The Forum of Private Business (FPB) has criticised Ken Livingstone as it claims the London Mayor has spent money generated by the congestion charge on “expensive and ineffective research projects”.

The FPB has written to Mr Livingstone asking him to substantiate claims that money has been wisely invested in “measures to improve goods vehicles deliveries”.
