The chancellor rules out postponing or scrapping 3ppl increase in September, while admitting high oil prices have put pressure on business.

Osborne argues that fuel would have been 6ppl more expensive if he hadn’t previously scrapped and postponed previous increases, which he says has eased the burden on the motorist by £4.5 billion.
